Job title Security Manager
 
  1. MANDATE
  • Develop and Implement: Lead the creation and execution of the project’s security management regime working in collaboration with the HSE team and the HSE management system.
  • Maintain and Improve: Ensure ongoing maintenance of security risk assessments and continuous enhancement of security practices.
  • Compliance: Guarantee adherence to internal requirements; legal requirements and other relevant standards.
  • Oversight: Monitor and manage the Private Security Companies (PSC) performance, ensuring alignment with the company’s operating system and best practises.
 
  1. CORE RESPONSIBILITIES
  • Implement an effective security regime at Scatec facilities, accommodation and places of work.
  • Comply with legal requirements and conduct duties within the law.
  • Manage, assure and give direction to the Private Security Company.
  • Provide assurance of the PSC using monthly KPI reporting.
  • Ensures PSC and staff compliance with local and international law, including human rights.
  • Responsible for Scatec car fleet management to/from/on site.
  • Provide advice and guidance for journey management and support the Travel Security Program.
  • Develop and implement a Security Plan and Emergency Response and Incident Management Plan.
  • Ensure PSC fully understand their roles within these plans
  • Support, coordinate and control Security and Emergency incidents.
  • Carry out risk and threat assessments and develop mitigation plans following the principles of ISO31000.
  • Conduct security and vulnerability assessments and provide recommendations to mitigate the associated risks as defined in ISO31000.
  • Reporting and notification of all security related matters.
  • Investigates incidents and individuals that cause harm, damage or loss.
  • Follows Standard Operating Procedures (SOPs) effectively and completely.

  • Heading up the security function for the entire construction project. Supported by a team of professionals, working in a matrix organisation.
 
  1. CRITICAL INTERFACES
 
  • The role will report directly to the Project Director with a functional reporting to Scatec’s HSSE governance team.
  • This is a sitebased role and will contribute to the success of the project’s delivery goals

  1. CRITICAL QUALIFICATIONS AND COMPETENCIES
6.1 Qualifications
  • Education: Minimum high school degree/secondary education certificate or similar.
  • Experience: At least 15 years’ experience from security in construction, with a minimum of 5 years in a managerial position.
  • Certified Protective Professional (CPP), Certified Security Management Professional (CSMP) or similar qualification.
  • Language: Fluent both in written and spoken English and Arabic.
  • Previous experience with military/police is an advantage.

  • Strong understanding of ISO31000 – Standards, principles and implementation of risk management practices.
  • Effective communication and reporting skills, convincing personality, customer, and goal oriented.
  • Experience from international organisations is an advantage.
  • Experience from matrix organized structures.
